Imagine a gold mining project where an area is first assayed for the content of the element. If the location is found not to contain enough of the metal then the mining company does not see it as profitable to mine the area. But if after determining the content the company decides to mine the ore, it requires a bankable feasibility study which might enable it to raise the necessary finance to pursue a mine's development.
